CADA0005. The OTA listener stays registered through the reboot and flips
to idle once the DashKit is back. No read-retry loop needed: CoreBluetooth
queues reads rather than refusing them.
Not ported: the 1M PHY pin from #220 (CoreBluetooth has no PHY API). Mirror-dip
(#219) and the manifest URL (#220) already landed on iOS in those commits.
